The retailers on the other hand have to make sure they actually place their orders on time with EA so that they get copies of the game in to sell and to honor ALL promotions being advertised.
I think that most of the places that are cancelling their pre-orders left and right did not either have an automatic system in place to update their pre-order listings, I know Gamestop and all their bought up sister stores do have automaticly updating listings, and ended up either trying to send in their orders well after the deadline and all of their preorders ended up being for basic versions instead of the SEs they promised to their customers.
tl;dr Stop blaming EA and start blaming your questionable as hell, local and fly by night retailers.

This does seem like the most logical explanation. Retailers have not ordered enough SE editions from EA and accepted too many pre-orders.
PLAY seems to be one of the biggest culprits.

i'd say whats happened is quite simple
1 the retailer did no give EA the pre-order numbers on time
2 EA lost the information somewhere
you would be amazed how often stuff like this happens poor form they should have been able to fix it
as for the DLC excuse.......................... i dont know about asia or europe but in aus thats is a massive breach according to the ACCC and fair trading act
unless of course the retailer didnt have a binding agreement with EA to supply the product in the first place................... in which case you could sue the store for false advertising (they sold something they couldnt supply)
of course if you only left the deposit amount its hard to claim under the act but whoever is at fault would likely get a fine anyway

This is why I will keep most of my business to established retailers instead of all of these local regional deals or these fly by night stores like Play.
I know businesses that have been successful enough to turn into a huge franchise chain will have systems in place to make sure they get what they need, when they need it, and in the quanity they need it in.
The only real problem I have seen in regards to games being in or stuff being cancelled was the mess around Dragon Quest 6 not releasing on the right day because what was an obviously advertised release date was treated as a shipping date by pretty much every retailer offering the game on day 1 and that was purely a retailer problem.

Why? This is also happening with retailers that have a physical store. The problem is a communication failure between the retailers and EA.lost lupus wrote...

This was first apparent when the SE was announced and the vast majority of the retailers either didn't get it or got wrong information and promoted the SE as a collector's edition, next to the reguler version.

Play.com and its other regional stores, play.asia.com and so on, took pre-orders from everyone trying to get a Signature edition, but held onto the money.
They kept holding onto the money, because holding onto money gives them interest and improves their cash flow, and then, only in the last couple of weeks, actually placed their orders for the Signature Edition.
Well past the deadline. Then they found out that a. the price to them had risen and b. there wasn't enough extra slack to cover Play.com's sudden rush of late orders.
Result? Many many cancellations, many many unhappy customers.

Anyone had any problems with Amazon UK so far? I've read a few of these topics and I haven't seen anything about that specific retailer. My pre-order still seems to be the SE, but I've become so paranoid I've been checking it every day.

Well to be fair, you'd pretty much expect they'd have a decent cooperation going seeing as they get some of the exclusive pre order items. Ironicly i wanted to pre order from one of those stores because of that, in hindsight it's better that i didn't. It's not EA problem though (I expect them to deliver what they were ordered simply because a publisher doesn't manufacture copies of a special edition before all the orders for it are gathered, it wouldn't make sense. To minimize potential losses it's better to manufacture once you know how many copies you have to manufacture so that only the canceled pre-orders are a factor).
