Paragon Meter

I'm on a second play through and I can't seem to get the Paragon meter to move any further, its about halfway on the 3rd bar and just stuck there. Any way to get around this?

The Background and Psych profile you choose can make it easier for you to get Paragon or Renegade pionts.
Example: Spacer/War Hero. This background and pych profile plus spacer characters gain a large bonus to Paragon points received, allowing them to max out their Paragon bar faster.

Plus you can look up a Mass Effect Morality Guide.

Thanks, but that is the background  I have. I meant no matter what I do the bar isn't moving. For example I chose to rescue the miners in Zaeed's mission which gave 17 paragon points but the bar didn't  move and I couldn't get Zaeed's loyalty at the end of the mission because of that. The first time I played through the game with my imported character I didn't have this problem.

On an ME1 import you get a bonus (lvl60 can be up to 190 each); on a NG+ you do NOT, the bar is empty so it is harder to fill it. Also every time you enter an area there are "hidden" points, you need to collect as many as possible, the game keeps track of ALL of these. Start with the easy ones, the shop keepers and never miss out on the interrupts.

I have the same problem and before you ask no, it's not because i picked the wrong background or anything, or that i went renegade in me1. I didn't get the bonus for me1, and i have milled the game for paragon points so far:s
