Can someone please explain to me how I can fix the crossbow modifier bug with the toolset? I'd like to change the crossbow damage modifier to be 50% STR and 50% DEX. Is there a simple way to do this? Thanks.

You don't really need the toolset itself to do that, though you'll need files that come with it.
There's a bunch of excel files in \\Program Files\\Dragon Age\\tools\\Source\\2DA
Make a backup of all of that for safety.
The file you want to edit is BITM_base.xls in the rules folder.
On the sheet ItemStats, look for the crossbow line, at the end of the line there are 3 columns : attributemod, attribute0 and attribute1.
Change attributemod to 1 (strength modifier) or whatever you want, attribute0 to 1 (strength) and attribute1 to 2 (dex)
Save and exit excel, copy your modded BITM_base in Program Files\\Dragon Age\\tools\\ResourceBuild\\Processors and drag and drop on ExcelProcessor.exe. Should export a bunch of 2da files, you can delete them all except for ItemStats.2da. Move this file into your override folder and that should take effect next time you start DAO.
EDIT: note that this a pre-patch version of the rules so you'll probably want to modify the dagger to retain the half-dex half-strength attribute property. It is full strength in the original file. I'm pretty sure they've also increased the no-penalty range of bows and crossbows.
