Well, for me Planescape and Baldur's Gate hold such dear places in my memory because of the stories and NPC interactions. Baldur's Gate had NPCs that would try to kill each other.
Now, I love the story of Jade Empire and the NPCs were first rate, though, as many have said, the game play was pretty simplistic. Same thing with KotOR 1 & 2, but I loved them both. Dragon Age had a decent story overall but several of the Origin stories were amazing. Unfortunately the brilliant origins were distilled by the lack of continuity as the game wore on. A city elf that hated humans had no ability to regularly express that hate as the game wore on, as an example. The return to Ostagar of the dwarven noble wasn't all it could have been.
I don't know about the story of DA2 v DAO or any of the aforementioned games. How it will measure up is unclear. My first character through DAO was a female human noble and I was blown away. If the demo serves as a large part of the introduction to DA2...well, let's just say underwhelmed will be the most charitable thing I will have to say about it.
So, I think the article was problematic. The tactical story-rich RPGs of the past have largely disappeared. That is lamentable but there are pretty good tactical games and there are pretty good story games. When the two will hook up again, I've no idea. Hopefully the story of DA2 will deliver the quality I am used to from Bioware, but I wonder if the DA team lost any of its key writers to TOR. Awakening was certainly not to the same quality as any of the origin stories of DAO.
ME 2 had a decent story and some good NPC interaction. I would have preferred a little more interaction between Tali & Garrus, along with more commentary between them and Ashley, Kaidan and Liara but Jack and Miranda's relationship wasn't great. I for one really missed the elevator rides because they added interaction between the NPCs. DAO with its trigger points are probably the best bet going forward.
All in all, for me RPGs are about the story. There are plenty of well written books I do not enjoy and maybe DA2 will fall into a similar category. Had it not been for the origin stories in DAO I likely would only find that game to be mediocre.
