I always like to play this game as a mage, but I really like the sound
that is made when a character is walking around in medium armor. My
question is whether there is a way to use the toolset to make the game
think I'm wearing medium armor even though I'm wearing a robe, and if
this is possible to do how is it done?

I believe the sounds are controlled by the various armour/clothes variation GDAs. You would have to override the SoundMatType entries for the mage robes in clothing_variation.gda.

Either use the source XLS file in the toolset directory or extract and convert the GDA to XLS using GDApp. Change the values for the appropriate mage robe rows and delete the other (normal clothing) rows. Recompile to a GDA, dump in the Override folder.
