Then I wish they would explain how EVERY Qunari you meet in DAO has no horns if this were true.

Because the only Qunari you meet are Sten and outcasts. In reality they wanted to give the Qunari a feature ot make them different from humans to demonstrate they were a different species and not just wierd humans.

How many do you meet? Answer: hardly any, compared to the total qunari population. Hardly any in absolute terms, really. And what sub-populations of qunari are they from? Not worth worrying about. Let's go kill some darkspawn or something.

Well there is that Qunari only mecenary group of about 12 Qunari that you have to assasinate for the Crows. I would have expected at least one of them to have horns. Oh well. No point raging about it now.

Still don't explain the Horns
What's this wiki everyone keeps talking about and how official is it?. Becuase I looked at the Bioware page and it says nothing about it. TBH the "some don't have them" is sorta a throwaway explination as there are more physical differences besides just the horns.
I mean a better explination IMHO would be that the qunari have conquered some human civilizations (which they have acording to DA:O) like Par Vollen and converted them into followers of the Qun and Sten was just a Human Qunari and not a Demon Qunari
