If you get the "almost kiss" then the Love Interest is fixed and you won't be able to cancel it, even if you refuse the sex scene later.

There are plenty of chances to shoot them both down before the Normandy gets grounded and the almost kiss scene never even happens.
If you're meta gaming just so you don't have a romance going into ME2 the easiest thing is to not to talk to them at all outside the briefing room scenes. And if you want to be extra sure you can always leave Ashley to die on Virmire.

Liara is easy to avoid, just tell her you're not interested when she brings it up. Ashley and Kaidan... you have be a jerk to them at least once. With Kaidan at least I know there's one point where he specifically asks if he's "out of line" and you can tell him so. That should cut off that one. Not sure if Ashley has a similar line.

The safe solution is to recruit Liara last (which means the subject of romance won't come up) and leave Ashley on Virmire, or just don't talk to them. My trap-romanced Shepard was going for Tali in ME2 as well.

And in ME2, if you choose the option on wheel on the right; after finishing Horizon, then there seem to be no issues in ME2 about ME1 romances. Nevertheless that is with Shep's that did not romance them in ME1.

Ashley - first conversation
"You're out of line"
Liara - second conversation, after Liara expresses her interest in Shepard you have three options for a response to her:
"No, I just want to be friends"
and then...
"I'm not interested in you in that way"
no romance = I think it is quite obvious
Kaidan - first conversation
"gave up waiting for the good part"
It's a bit harsh, but it ends the romance .
