Probably because we know so little about either of them, particularly Nevarra. On the other hand we know enough about the Anderfels, Antiva, Seheron, and Orlais to make some educated guesses about how their political systems work and what we might encounter if the next game happens to take place within their borders, and out of those three we know the most about Orlais. Not to mention that Orlais is the most powerful nation in Thedas. Rivain is practically owned by the Qunari which is why it's in dead last. There's not much going on there.

I think it'd be cool if the new protagonist is a male or female elf in a plot involving the plight of the Elves in general and their wish for a new homeland. Since apparently the Chantry is in a bad way at the end of DA2 and human nations are in chaos, it could mean a golden opportunity for elves.
Just a thought.

Indeed she seem to have a big role, no idea what role she has, but certainly there is something more then we allready know. Even in the books writen by David Gaider, Flemeth appears and it always seems that she is planning something. I guess the DA universe is building up for something, possible Flemeth as last boss to defeat? maybe she is Andraste, who knows XD.
