DA:O Promo & DLC DRM Transfer issues

I just recently had to buy a new Xbox 360 a few months ago when my old one crapped out.  I know each Xbox has a specific serial number or whatever that causes DRM programs to prevent Promo items & DLC from working in this instance (on my new Xbox, since the Promo/DLC stuff was assigned to my old Xbox).  I had transferred all my saved stuffed from the old Xbox to the new one.  I normally don't have an internet connection to my Xbox, but I bring it over my friend's house to download stuff from Xbox Live.  Of course, when not connected to Live and the Bioware servers while playing, I'm left completely unable to play since the files are "corrupt" as they can't verify the promo/DLC items I'm using in the game with my character.
I know there's a technique for deleting the old files from the Xbox's memory, then re-downloading them to correct this, but for some reason I know its probably a bit more complicated than that.  I remember there was a post here on the board addressing this issue and offering step by step instructions on how to do it, but I can't find that thread anywhere.  If someone could post a link or just instructions on how to do it, it'd be appreciated.
I just wanted to replay Witch Hunt (and maybe some other DLC or Origins stuff with my Warden) this weekend before DA2 comes out, but I can't currently do so because the files are "corrupt", which really means I can't play them because the DRM software doesn't recognize my current Xbox as the valid unit the Promo and DLC stuff should be working on.  I'm just slightly worried there may be an issue with my DA:O to DA2 transfer since the current save files are corrupted due to the lack of an internet connection.
Any help would be appreciated.

Don't know what thread you're referring to precisely but you haven't mentioned transferring your content license which is something you'll need to do.

That may just be part of the solution though but something that needs doing.

I'd already transferred all the licenses, and I'm sure it worked because I was able to play my DLC for Assassin's Creed 2 on the new Xbox even though it originally was downloaded on the old one.  I made sure to transfer the licenses to the new Xbox.

I even just double checked, and according to the site, all my licenses were transferred to the new Xbox.

OK.

Continuing with my 'eliminate the silly stuff' first approach: on your new 360 have you connected it to XBox Live at your friend's when playing Dragon Age? (Might be more a PC thing I'm thinking about, but I'm wondering if newly transferred 360 items also need some sort of authentication akin to when you would first redeem the code.)

If it's not too much of a hassle it might be worth checking out.

If you transferred the downloadable stuff using a Transfer cable then they wont work unless you are connected to XBL, so your best bet is to ERASE them and then redownload them fresh, to erase them go to the memory option, select the game and you should see the downloadable content to be able to erase, then goto , Account Management and Download history, to redownload them fresh, as for some stupid reason, any downloadable stuff, from xbl that gets transferred over using the cable, wont work unless you are connected, but works if re-downloaded fresh..... No clue why .

Ok, was able to figure out the problem. It was what I thought it was. The link below explains exactly what my problem was and how to fix it. Its time consuming, but it works.

Yep, that was it.  I finally tracked down the link I was referring to on this site, which explained the fix as you put it.
