IMO, I think Shadow will be most useful on Nightmare, with the Decoy and all. Utility is whats going to keep you and your party alive. Assassin will be more effective on Hard or below as survivability tends not to be as crucial. The same can be said about duelist as you really don't want to be tanking anything on Nightmare as a rogue, especially since rogues don't particular excel at hitting multiple mobs at once. Peeling off a single target is usually pointless, even if it was an enemy rogue chopping at your mage.
Decoy is somewhat useful, but I wonder if the Decoy also gets the Rogue's Defense. If not, it will hardly last more than one second on Nightmare, since a Rogue won't have much Health to begin with.
I find Inconspicuous to be worse than Stealth overall. More stamina cost, longer cooldown, provides similar utility. Notice also that these skills dump all the aggro onto your allies, so you'd need tanks beside yourself.
The greatest skill in Shadow is obviously Predator. It completely obsoletes Murder (upgrade to Backstab), and does something more than that. However it comes rather late and requires too many points in the Shadow Tree.
I think for pure survivability, Stealth (from Subterfuge) + Duelist has no match. For pure DPS, I'd take Assassin. Shadow is a mixture of different types of skills, overall the strongest but not particularly suited for any purpose.
As for a Duelist tank, we shall see. I don't think it'd be much worst than a W&S tank (Hawke, not Aveline) and you'll kite like nobody's business with Vendetta and Back-to-Back. I'm sure something along the lines of Blitz + Improved Formula + Twist the knife would help with crowds.
