I have always dreamed of encounter areas with may spawn points, that woudl allow the player or monsters to spawn into neutral, ambush or suprised locations.

Me and PJ too.  Our areas are a self-contained grouping of several quests.  It could be easily made to fit with a broad range of story lines.

Does that seem like a reasonable place to start? Building up a set of encounter areas that cover different terrain types would keep it simple at the start, then maybe unique, tailor-able encounters can be added to the pool if there is still interest. We can layer on some scripted behavior to select the spawn points, based on the situation. It'd be nice to have sufficient variety to keep encounters fresh and unpredictable.
