I was not aware intelligence, tattoos, or long term goals, and the ability to put others before oneself were exclusively adult qualities. While they may seem unusual in the western world, in other countries they can be somewhat normal.
If these are the qualities you find attractive in the opposite sex, then I would not say you liked underage girls.
On the other hand, if it is the naiveity, under developed body, and childish 'cuteness' that get you going- I would judge you.
I'm not saying I hate merril, just that I would never romance her.
I'm also not calling you a peadophile, unless it is her childish qualities that attract you.

Well, abandoning any terms of tastefullness... Have you seen that rack? Any pre-pubescent girl with a set like that would have back problems and my genuine pity. Hell, it'd be very uncommon for a girl under age of 16 with her build to have those proportions. I don't know if it's the litheness that you find offputting, but really, for her race and body type she has much larger breasts than (I would assume) would be typical, ie a little overdeveloped, even.
She's only naive towards things she has never known; In her clan (the only organization of people she's ever known), everybody looks out for the others (she doesn't seem to connect her personal situation to the norm), and the necessities are supplied to every member of the clan. Is she really an idiot for not understanding a marketplace full of emciated children and fat vendors, say?
I already said my bit on the development of her body. As for "childish 'cuteness'", I thought it was typical for a guy to find it cute when a woman stumbles over her words from nervousness (of course, it isn't restricted to men towards women, I'm just giving the particular instance), if that's the sort of thing you consider completely confined to children. She doesn't look like a child to me; While I'm content to tend children if I have to, I much prefer company of my own age, or at least company that is near-adult and older.
I take offence to asserting that her appearance is "childish"; I get nothing of the sort from her, and it goes along that anybody who would romance Merrill in-game would be virtually pedophilic, which I certainly am not. Recently people were arguing whether she could be as young as 18, and some found it uncomfortable that she could be older than Hawke (although it's suggested she's at least 24, maybe older, as it's been 20+ years since she left her parents at the age of four). I didn't; She seems quite mature to me, though she isn't serious all the time. Being a fish out of water doesn't lower your maturity level.
