I downloaded the Dragon Age 2 Demo and I noticed when I was playing it that I could go no higher than Medium quality in the graphics. Was the demo released that way, or do I need to install a newer DirectX update?

If your version of Windows either does not have Dx10 or doesn't know how to make Dx10 work, that's the max that Dx9 can go to in either the demo or the game.

Do you know where/how I can download Dx10? I am having so many issues trying to find and get it....

Microsoft's own Download Center will give you a runaround about DirectX versions depending on the Windows version you are using when you visit there; use WinXP, and the newest they want to refer you to is 2008, and Dx9. Use Win 7, and you end up at a Dx11 page. You can get a generic setup from the link already referenced above, or straight to Dx10 from here:

Incidentally, there have been several work-arounds to add Dx10 to WinXP, and it seems that those are working fairly well now.
