Im DLing at as I type this. I did DAO --> Awakening ---> Golem xpac, but then got busy in life and forgot to check for more and it turns out Witch Hunt came out.

Just how important is it that I complete this? And can I do in it 28hrs before DA2 unlocks?

Yes, you can do it in 28 hours. It's not a full expansion, just a couple of short dungeons.
