Ah, that will probably disappoint people who want them there when they start playing.
In my case, it isn't much of an issue, though. I'm on vacation, and won't be back til later in the day tomorrow. So if they ship it today and it arrives tomorrow, I will probably install tomorrow night and play on Wednesday. Hopefully I will get my code by Wednesday.

For DLC included with the game (like the Black Emporium or the Signature Edition stuff where applicable) that makes sense. But pre-order items won't be in the game package, because that would require the retailer to break the seal and reseal it.
