Does the attribute Cunning no longer affect how conversations turn out?
Is there no longer a Persuasion perk, wherein a high Cunning score can
convince NPC's to divulge more information or take a course of action
that they normally wouldn't?

No Cunning doesn't work like that any more. Its based on your tone, choice and who is in your party.
