1. You need to download this if you plan on using the high resolution textures. It's not included in your preload, it's not included in your retail disc.
2. The 1 Gig video frame buffer pre-requisite is probably an educated guess on Bio's part. The video buffer holds EVERYTHING that is rendered on screen. So the lower the resolution, the lower the AA, the more you have to play with.
I don't know the technical details, but I'm guessing you'll need that gig if you are running at 1080p or higher. If you are running on a monitor with lower resolution (say 1680 x1050 or 1440x900) and your card only has 512 MB - 768 MB, I would still give it a try. Worst thing that will happen is your card may run out of buffer, in which case your FPS will drop drastically (most likely) or the game might crash (less likely). Either way, you can then just disable them and play as normal.

It's not done by the game but by the drivers. Naturally if the game engine directly does it the transfer is faster, but it is not necessary to work.

Also with less than 1024 MB you can use the high-res pack. It is probable you will encounter stuttering in some instances (the amount and frequency depending on how much less VRAM you have) but you can use them, at least if Bioware didn't include a specific check for the VRAM before using the textures, a thing I highly doubt since nobody does that.
For those with less VRAM I suggest you to don't use AA and vsync with triple buffer. Both eats VRAM and you need most of it for the textures. I think you will have to make a choice if you don't want the game to stutter all the time (or should, in theory, but this things are not set in stone).

My PC can run the JBtexture pack with all the bells and whistles at 1680x1050 with 8x AA with no slow down, but I don't have DX11 or a 1GB card.

Yeah this is true. The GTX260 216 only has 900MB of ram, but it is still WAY faster then a Geforce GTS250 w/ 1GB of ram. I'd be surprised if the textures don't work smoothly on a 260.

And all the people talking about shared unified memory with SLI and Crossfire needs to read up some on their knowledge about how the actual technology work..
