Uninstalled DA2. Rebooted. Reinstalled DA2. Everything is working fine and I've been playing with no hiccups for the past 3-4 hours.
Seems like the pre-load didn't really install the game correctly. I'm running it on Impulse if that helps anyone.

If you are using the Steam version, try to launch the game at least once before trying the DLC installers.

I had the same problem with both the patch and DLC changing my system local to US worked. Ran both installations with a problem.

I have Steam installed to my D:, and I have the normal version of Dragon Age 2 installed. I installed the game, I ran the config utility, and I saved it. When I try to run the texture pack, it tells me I need to have the game installed.
When I have the config tool up and try to run the texture pack, it tells me I have components of Dragon Age 2 running. I have saved the config and tried running the texture pack, and it still tells me I must have the Dragon Age 2 game installed to install the pack.
I even went as far as loading up the game, entering in my Bioware user name and password, then exiting the game, and it still will not install the texture pack.
After all this, I uninstalled the game, re-downloaded it, ran the config utility, and the texture pack exe still does not recognize that Dragon Age II is installed. I also loaded up the game, chose a character, and got to a combat scene. Then I exited the game and tried to run the texture pack exe . It would still not install.
I also noticed when the splash screen for Dragon Age 2 comes up, where you can select to play the game or run the config utility, the Uninstall option is greyed out. I can't select it.
I'm at a loss what to do next. There is an issue with the texture pack not recognizing the Steam installation of Dragon Age 2.

Steam user, have the exact same problem. Tried running the game, tried uninstall/reinstall and rebooting. Nada.

Hey guys I found a fix on another post. just log out of the ea servers in game and re log on and then exit out and try your down loader again. works great now!

Found the answer, someone else posted this "Also, if anyone is having problems installing the DLC with a 'you must install dragon age 2 first' error. Restart steam completely, load the launcher for da2 and then exit, then you should have no problems running the installer after that."

I was able to get the sword and boots, but not the black emporium. So basically if I bought the game from steam, I can't get to the black emporium right now?

Ok, I got it. On this page go to PROFILE. Go to YOUR REGISTERED CONTENT.Find the Black emporium and go to MORE INFO-PC. Go to DOWNLOAD and then RUN. This fixed the problem for me.

But recently, I can install DLC by change something as following.
My Steps are
1. Go to Control Panel and then select Regional and Language Options.
2. Go to Regional Option tab change Standard and format to English (United States) as well as Location to English (United States).
3.Go to Advanced tab select Language for non-Unicode programs to English (United States).
4.Accept change and reboot your computer.
5.Try to install DLC again.

Alright, I got this to work for me.
What I did was launch the game, log out of the Bioware account from the main menu, then exit the game. I did not sign back in. Once exited, I was able to install the hires pack and the Black Emporium without issue.

Any official solutions for EADM? still cannot install hires and DLC pack
Tried the followings but didn't work:
- open and exit Launcher
- changing region to U.S. in windows ( i'm using XP)
- enter Game and logout / login of EA account (tried serveral times)

Using a steam copy with 64Bit Windows 7 OS, I was having the same problems. However I was able to get it to work.
What I did:
1) Rebooted my PC (May or may not be necessary, but why not?). This did obviously caused me to Exit and Restart the Steam client.
2) Manually opened the game using the DA II launcher found in:
C:/Program Files (x86)/Steam/Steamapps/Common/Dragon Age II
3) Entered the main menu of the game.

There should be an option to download the DLCs from in-game menu (just like DAO).
Have to manually input redeem code and download the DLCs manually (and of course facing these installing problem) can be a pain for those who have low computer knowledge. This also reflect poor Bioware, EA, Steam ~~~ QA quality.
Looking forward to a proper official solution and future improvement to the system.

Sorry if this is a dumb question but I had thought the black emporium came with buying the game? or pre ordering it? I bought it digitally on steam and I dont see the black emporium option that would have otherwised came with it unless my information is incorrect and that I do need to buy it separately?

If you right click on your DA2 install there is a listing for cd keys. one of those keys is the entitlement key that you will enter on the social.bioware.com page, under the top menu Games > DA2 > Redeem Promo Code. Enter your entitlement code there once you have registered DA2 and you will receive your Black Emporium download.
