Cannot install Black emporium and high res pack

I can't install because it says DA 2 is not installed.
I ran the launcher, it says can't install while DA 2 is running.
I close the launcher, and run the installer again, it says DA 2 is not installed.
Help Bioware. We need a fix for this.

This is all on top of the fact that my pre-ordered signature collection won't get passed the date checker with out a crack :/ I've tried installing them w/o the crack too and that doesn't work either :/ I'm a PC user from North America. I've entered all my codes, and they show up in my registered game content. Please help Bioware!

Vista: Control Panel > Clock, Language & Region > Regional and Language Options > Administrative > Change system local > English (United States)

I had all the same problems and reinstalled and tried eveything else... But changing the Locale and the language option to English (US) fixed it. Whether or not the second step was needed I don't know.

Closing out steam completely (exit steam) and then launching Dragon Age 2 and closing it allowed me to install the DLC + HiRes

1) Close Steam
2) Browse to your Steam\\Steamapps\\Common\\Dragon Age II folder
3) Right-Click DragonAge2Launcher.exe and select Run as Administrator
4) Exit the launcher
5) Install Blak Emporium
UAC is preventing the registry writes for those who have it enabled, so the launcher needs to be run in Administrator mode to get things done. I am not 100% sure Steam needs to be exited first, it's what I did and what worked for me.

*Install DA2
*Right click DA2 in steam and click view CD key
*Go to Bioware site and log in using my EA details
*Register Game using CD key from Steam
*On bioware profile roll mouse over game tab at top
*scroll down to DA2 then pop out box click on REDEEM CODE
*Go back to Steam and right click DA2 then click Properties
*Click DLC tab and copy paste one at a time the two codes in the box below (or however many there is) into the Promo box on the Bioware web page.
*Once successful on all codes , navigate to http://social.biowar...ntitlements.php and click on (in my case) The Black Emporium -Moreinfo-PC/Mac (depending what you are running ) Then run the installer.
After succesfully installing this I Rebooted PC then tried the Hi Res pack again. And to quote Borat "Great succes" !!!
Hope you have the same result guys and girls.

using win764, game acquired from EAstore (so you dont need to install, the game has already unpacked) and cannot install neither one patch (exiled prince, high resolution, black emporium ...)
change the unicode language to english doesnt work
the foolish advice to log-out bioware account doenst work either
nothing works right now ...

"Final Options
As a last resort, the installer can be executed even though it's corrupted. To bypass the corruption test, pass /NCRC on the command line. To do so, go to Start->Run, type cmd and hit Enter. A black console window should open. Drag the installer into the window, hit Space and type /NCRC. Hit Enter again and the installer should start. This is not recommended!"
