For folks using Steam and not getting it fixed with the Locale suggestion try this:

1) Close Steam
2) Browse to your SteamSteamappsCommonDragon Age II folder
3) Right-Click DragonAge2Launcher.exe and select Run as Administrator
4) Exit the launcher
5) Install Blak Emporium

UAC is preventing the registry writes for those who have it enabled, so the launcher needs to be run in Administrator mode to get things done. I am not 100% sure Steam needs to be exited first, it's what I did and what worked for me.

Good Luck.

This worked perfectly. I thank you for it. I suggest anyone who is having problems follow these steps.

YES THANKS! Perhaps EA/Bioware and Steam should have a little meeting :) :P

I had the "Dragon Age 2 not installed" problem. Tried a bunch of things. Started the game, logged out, exited the game, then ran the installer. It worked for me after that.
