Yes, you'll need to have the same gamertag & ea account matching in the game main menu and on your entitlements page here on the site - that shows the console game is correct linked to the account (and your items).
I'm not clear on your last statement though - does this mean you do now have all the items, or are you still missing items? And you should not need to log back in to the servers to play (assuming you do have all the items).
wow, quite surprised you answered so late, course im still awake too...
on the main menu for dragon age 2, in the bottom left hand corner, it has my gamertag, and it is linked to this ea account. in the unlockables page it says
visit the dragon age social site at http://social.bioware.com/promos to learn how to unlock this item.

when i go to that page...it just seems to offer to sell me the black emporium and the exiled prince, but nonetheless, when i go to my user entitlement page, it shows that i am entitled to everything i posted previously.
the reason why i did not bother to try and play when it had not logged me into the servers was because i do not have the items unlocked, at this time it did sign me in, i have left gamlens home and re-entered and the special deliveries box is not lootable, nor is there a loot sparkle over it, which i assume means there is nothing inside.
