The description says it drains the mana from those who enter it, but I was wondering if they regain the mana drained or buffs/debuffs once they leave the glyph? I guess I am asking does the glyph dispel or just create a temporary magic dead zone?

I think it prevents mages from *casting* spells because it runs them out of mana. This may take down buffs that have to be maintained. Since mana regeneration in combat is pretty slow compared to out-of-combat, this probably means that they'll be down on mana for quite some time after they leave the area.
