First, you need a home. That would mean doing the whole year of work that Hawke must do in order to get inside the city. Once inside the city, you can go to your uncles home and access your mail. It's at this stage that you should be able to receive a letter from the Black Emporium and accept a quest to go underneath the city. Once inside, you should be all set.
Also, the Mabari Warhound will automatically be put into your spell book once you enter the Black Emporium. Be sure to check back there every once in a while for restock of items.
And be thankful that this game doesn't include a Smell-O-Rama. You'll know what I mean when you read up on the man who runs the Black Emporium.

Sorry I mean does it show up under Downloadable Content? I'm wondering if perhaps you should reinstall it.
I had to 1) download it from this website, 2) install it and once I did that it shows up under downloadable content (together with sebastian that I have bought). I also think you need to be logged in the first time you relaunch after install to get it certified.
I haven't had time to play the game just install it.

On my install, Black Emporium went into ~/Documents/BioWare/Dragon Age 2/addins and is a folder labeled da2_prc_one

weird... just out of curiosity.. is your user an admin? or is the other user the folder was created under the admin?

However, I've yet to get a letter. I installed the DLC during my 'first' year (when living in the slums), though after the game began, and am now living in the mansion, but never have gotten the letter.

It's a cool area, gives that old BG feel with liches and bad wishes :-) Hope there are some sub plots there as well!
