i am not a modder and was wondering if it is at all possible to make it so a ranger doesnt need to resummon his pet every frickin time he/she goes to a new area

With some well placed scripting anything is possible. So in short, yes that could be done. Start fiddling around with the tutorials and the toolset for a while. You might be able to do it yourself before anyone else does.
