He is talking with himself basically. There is no interaction.
Orsino speaks with Anders, you talk with Anders, Anders is clearly waiting for you to decide something...and Sebastian just appears and says something every two seconds interrupting you, and no one does even notice. Hawke maybe turns his head before obviously worrying about Anders again.
In the end I was happy when my Hawke snapped at him telling to shut up, really. Somehow for me it broke the rhythm, the pacing of that dramatic moment.
Why didn't they simpy add him when you ask the opinion of your companions?
Here is a scene without Sebastian, no great quality, but didn't have much time to look xD

I think that's it. Like, when you say if you're siding with the mages or Templars, you get all the companion reactions and Seb's all like, "But what about Anders?" Then it goes back to everyone reacting to your choice about mages/Templars. I get why he says it... sort of... but it felt like he was in his own little world and not reacting to what was really going on.
Or something.
