Missed this one a couple of pages back, but we don't know if the mages in Ferelden would have been spared or not: to my understanding, our character wasn't killing anyone in that tower under the auspices of the Right. They were instead investigating the situation as a neutral party, and taking steps that they felt necessary. Greagoir was still waiting for the approval for the Right when our Warden showed up.
It's a bit of a murky situation - Warden or not, our character shouldn't have been allowed in - but to my knowledge it was all unofficial.
I think one of the things you can tell Gregoir is that you'll do the rite yourself. Been a while since I played but I recall doing that with one of my warriors. Something about better to do it now than later and then you have to kill everymage you come across (and let the abominations take everyone in the top of the tower) so then you and Cullen go backdownstairs I can recall Cullen being satifisfied about it. It's been a while since I played that path though.
