I always have to wonder when I hear people say that, just how official DLC is affected by the existence of a toolset. It's not like you make actual armor models and stuff in the toolset. Honestly I don't think it'd affect official DLC sales as much even if you could. How much more popular are new campaign modules made by PC modders versus official DLC campaigns, especially when you have to take two consoles worth of sales into consideration? I don't really see it being a factor as much as working on releasing the toolset not being totally profitable in itself and the fact that there might be some licensing issues with software and such. Or maybe I just don't have a kneejerk "EA IS AS EVIL AS ELEVENTY BILLION DEVILS COMBINED" reaction, lol (even though they totally are moneygrubbing jerkwads, there are other explanations for the lack of toolset than modder competition since that seems so unlikely to me).
