The only family in KIrkwall is Gamlen who he can barely stand, his friends (of those that there are one and that's Fenris) would be willing to move with him. Anders...I'm not sure about him. My Hawke might've tried to get him to come with. If he was fully unwilling my Hawke would've shrugged and left.
Yep. So did my Hawke. Or, not my canon Hawke, but at least one I was very fond of.

Depends on the sort of Hawke you're playing, really. I didn't like Kirkwall much. If you didn't feel that strongly tied to your companions, why stay when the political situation there is so tense? For most of the Hawkes I was playing, friends were easy come easy go, and I really missed Ferelden.
I don't see Anders leaving willingly either. Too much stuff to be done.
