My friend and I talk about this a lot. While Anders obviously belongs with Hawke, the Warden does have a different perspective... she knew Justice and Anders before the merge. Chances are Justice liked and respected her as well (he was 100% friend in all my playthroughs).
Everyone who meets Justice in DA2 hates him and assumes he's a demon... something haunting and destroying Anders, a force to be battled. I think that this is part of why Justice is so angry. Dealing with someone who doesn't consider him a demon and Anders and abomination might help calm him down substantially. They could use someone around who knew them both back when.
thats interesting. I wonder if the warden would have a better shot at finding a way to separate them (mentally or physically) since she knows them both and has a better understanding of who the spirit of justice is
My Warden doesn't much care, she just wants him sane and not in constant mental agony. Whether that involves them reaching consensus or Justice and Anders taking turns at the wheel, that's up for them to sort out (She'll help, of course). I've previously mentioned my idea that Anders needs to deal with his anger in order to help them both find peace.
Her Warden proposed something like this (paraphrasing terribly)
"So... can Justice just ride along with anyone?"
"We are one now and... wait. I know that look. Andraste's ******, you cannot be thinking what I think you're thinking."
"I figure the Elves could use a little Justice. You got your turn with the mages. Come on!"
"One, it's literally impossible. Two, it's insane. You've seen what it did to me!"
"Hey, you said the problem was your anger. I'm
affable."
