But, that aside, it's probably up to the discretion of the Knight-Commander and the Grand Cleric above each Circle. Orsino seemed to have some autonomy, and was able to bring mages out with him to fight the qunari, so it's possible Meredith allows something like that to go on in the Gallows, although I imagine it's much more restrictive.
I don't think it can be quite as simple as "good behavior," though a lifetime of exceptional service will probably get you more leeway once you're older. I would guess that, at minimum, the requirements are something like a perfect apprentice record and then ten to twenty years of good behavior after your Harrowing. Something strict that sounds reasonable on the surface and accounts for Wynne and Wilhelm, but also for Anders' despair. It's also pretty clear that Wynne wasn't always allowed to walk around loose, or odds are she might have tried to leave when she found she was pregnant, and all signs point to that having been impossible at the time.
Then again, I'm also guessing that Anders probably acted out a bit when he was young, and was basically told at some point "congratulations, you've pretty much screwed yourself out of any chance of getting a posting outside the tower at this point." Because if it was as simple as good behavior for a few years and he knew that ahead of time, I don't think Anders would have been so rash as to deliberately cost himself that chance. I'm guessing that it's another area where the rules are very sketchily defined and inconsistently enforced: a decade of complete obedience might gain you some measure of freedom, but it might not. You can't just say "Ok, I'll bear with this for ten years and then it's off to the races for me," you pretty much have to be either influential like Wilhelm or significantly older like Wynne and Ines. I don't think Anders would have dealt very well with "a lot of mages get posts outside the tower in their 40s or after! don't give up hope."
