Anders, without Justice, wanted to become more aggressive in the fight for mages' rights. Anders, without Justice, wanted to do something beyond just saving his own skin. He isn't a drooling idiot, he would have realized this course of action would end in bloodshed- innocent and guilty alike.
And he made the decision to take Justice into himself to better accomplish this goal.

Im not arguing Ander's didn't have the intention to fight the Templars or the Chantry and The Circle. Sure, he was more "selfish" and easygoing maybe, but if we considere what happened after with the Wardens and his years as a fugitive (and his punishments), it was all too normal that he would want to fight them in the end. Even with the help of Justice, But, he didn't imagine that it would turn into Vengeance, nor did he imagine that he could lose control of it. I think he was really simply thinking to help a friend, and in doing so maybe increase his powers and use them for a righteous purpouse.
But I still have my doubt that without the strong push of Vengeance inside him he could think to blow up the Chantry. Start the underground rebel group of mages? Sure. Help fellow mages escape? Sure, he did it for years.Run a clinic? Of course. Blow the Chantry, I don't know.
And he can't even be sure anymore, since he can't distinguish anymore his thoughts from Vengeance ones.
What really scares me is that he doesn't even remember when Vengeance takes control, as he said to Hawke in the rivalry path. This is a clear sign that he cannot be completely blamed for his actions, even if he wanted to stop, he couldn't. At that point Vengeance couldn't be controlled anymore. Even Merrill, without any sign of it, was controlled by the demon to rebuild the mirror. I think he was just losing it, maybe that's why the easier way out was to die, he wanted it, i'm pretty sure of it.
It really, really scared me when he said he has blanks in his memory, and the more he goes on the less there is of him...(and Im pretty sad we can't see this part of him in the friendly path)
