No, nothing's been confirmed. I just believed that he was born and brought up there for some years at least  until he was moved to the Ferelden Circle.

As for his Fereldan accent, that's why I said he would've been at least 10 when he left the Anderfels. Someone that young could easily adopt a different accent.
