That's the thing about Anders. He's possessive, clingy, and borderline creepy with his expressions of affection. Meanwhile, Fenris minds his own business and goes about his day not wanting to dwell on what transpired between him and Hawke. In my game, he said something like, "So you and Hawke are living together now? Break his heart and I will kill you." Like a friend whose intentions is only to look out for you, while Anders uses your breakup with Fenris as an opportunity.
I guess it's true that Anders always had feelings for Hawke. It's up to you whether you want to leave them unrequited or not.
Yeah, Anders is not a healthy guy. I was pleasantly surprised at the difference between the two: Fenris, for all his problems and lack of memory, is almost -- a healthy relationship. Anders is most likely not. I imagine that's why he can move in so bloody quickly and make declarations of love so easily. He does love you, but he's obsessive and possessive and petily cruel at times.
In my game, Hawke picked up a fixer-upper problem case and he knew it. He isn't exactly happy about it (especially because Anders keeps looking like one of those old houses you're going to do better to burn downfor the insurance money), but it's not exactly sensible who you end up being extremeley fond of.
