The only other military target I can think of is the Gallows, and seeing as all the mages live there, I'm thinking its probably not going to be the best choice to blow up if your message is pro-mage.
Re: Sebastian. I didn't recruit him last playthrough, and I didn't miss him a bit. I like to imagine he got blown up with Elthina, but I don't think he did, since he disappeared in act 3. Elthina kept having conversations with his disembodied voice, though.

As soon as he asked me if I'd still be waffling, my first thought was "....Probably."
God I wish you could have killed Sebastian just then. It'd make more sense to kill him before he had the chance to become a threat, amirite?
But then, I had hardly used him as a companion up to that point, so I was kind of, "...Wait, who are you again?"
Christ, why couldn't he have been the Arishok.

Also my Hawke did not kill Anders, but she went home and changed their Facetome status to "it's complicated".

My Hawke actually liked Sebastian. She was disappointed at the end since she saw his threat to come back with an army just to kill Anders as yet another example of people confusing Justice with Vengeance.

It seems to me that there are two possibilities for Elthina. One is that she has her own strong opinions and agendas and allows them to be served by willfully ignoring the duties demanded by her position. The other is that she is truly an ineffectual ruler who would rather stick her head in the sand than fulfill her responsibilities. So many problems could have been avoided if she had just done her job.

Argh! PLUS the fact that Petrice has been continuously preaching anti-Qunari propaganda for years! Elthina HAD to know that, and she just let it continue! And if she didn't know that, then she simply sucks at her job. So much for the Chantry being neutral, when you willingly allow your own people to stir the city into a frenzy that will only lead to war. SHE HAD TO KNOW.
Damnit, Elthina. The more I think about you, the more I absolutely hate you.

Don't forget this is Seb we're talking about. He spent 6 years talking about raising an army to avenge his actual family. How likely is it he'll really act this time? Or that anyone besides Flora Harriman will support him? Though I hope he tries. I think it makes for a good conflict, a former friend or rival hunting you down.
