Do you think the Divine would have approved the Right? From Seb's Faith quest, we know that she was considering an Exalted March or some other kind of military action. Wouldn't she have seen the Right of Annulment as the less bloody option?
She might have. It might have been more politcally difficult than that, though, as apostates have been leaking out of Kirkwall and back into "civillian" homes for a very long time. Annulling the Circle might not have been enough. And might have got the rather well-put-together underground aggressive.

I sometimes get the feeling that Anders had a premature ejaculation of reveolutionary feeling. It was reaching the tipping point. It might have blown with more support if he had just waited. Who knows? Anders has a very Macbeth/Lady M sort of view: "if it were to be done, best ittwere done quickly".
