The merging of Anders and Justice changed both of them. Justice became a Spirti of Vengeance that Anders can barely control and once he loses control he pretty much kills indiscriminately. Hawke has to stop him from killing a MAGE of all people. And when you read the short story the Devs gave us about him, well the man is tramatized. His transformation is believeable once you understand that Justice changed thus Anders changed, because they are suppose to be one entity now. (I don't exactly see that but that is how it is suppose to be anyway)

While he's certainly different from DA:A Anders when Hawke meets him, you do still see signs of the old Anders from time to time, especially in the party banters. And the progression to blowing-up-the-Chantry-Anders takes 7+ years and, I imagine, numerous disappointments.

Actually, I'm not expecting his arrest, since, as a Grey Warden, he's outside their jurisdiction. I just meant in a "Didn't you used to escape a lot? We had to memorize your wanted poster," capacity.

See, I think the writers did a great job of showing us just how high the stakes are in DA2. The fact that the templars are abusing mages in every possible way, coupled with Elthina's complete lack of actual authority, and the fact that the rite of Annulment has been called at the start of Act III all make Anders' actions - whether Hawke agrees with them or not - much more understandable. Kirkwall is at a dangerous impasse and something has to give, whether it be the complete eradication of the mages at templar hands, or blowing up the chantry.
The state of mages is so much more vulnerable, their lives so much more dangerous than the Fereldan Circle ever was. It's understandable to me that that changes Anders dramatically, even if it is sad to see the once happy-go-lucky rebel mage get more and more angry and depressed...

I have no excuse or explanation on why Hawke or Anders never get arrested. Especially during Act I. I flaunted magic so hard during mage playthroughs. He wasn't exactly discreet either.
And now I am being reminded on how much I hate making male chars in Origins. They're always so... angular and.. pointy no atter what I do.

I think Cullen should have recognized him also since they are both from the Ferelden Circle. But maybe Cullen is a younger Templar (he seemed so to me in DAO) and Anders was gone alot.

OK, so I am continually impressed by all of the glorious (Insert Cailan *hairflip* here) Anders art making the rounds on this thread.
I am a terrible artist (Anders art for me is stick figures with ponytails wearing feathered pauldrons), but I do have a challenge for Anders fans who are more inclined to write things...
I think I am not alone in being bummed out by how little actual romance you get with Anders in Act III (don't get me wrong, I totally understand why, what with all the bomb-making, saving the tranquil, and killing crazy templars and blood mages that has to go on in that act). I therefore ask my fellow writers:
What sort of little, interlude scene would you like to see between Hawke and Anders in Act III?
I offer one that I cooked up this morning as an example, but would love to hear other opinions on what should happen "behind the scenes" during the Hawke/Anders romance:
Scene: Anders is sterilizing pots by the fire at the Hawke estate, preparing to see to a patient. Hawke enters just in time to hear him gasp in pain as he burns his hand on hot iron.
Hawke: Y'know, usually when I want someone to burn the house down, I ask Sandal to do it.
Anders: <smiles> He had to go shopping. Told me to do it instead. <gasps in pain>
Hawke: <crosses room, gently takes hold of injured arm> Here. Let me look at that.
If Hawke is a mage:
<Hawke gently takes Anders' hand and uses magic to heal the wound.>
There. Hopefully that'll be better. But don't go picking up scalding pots again. One accident-prone house guest is enough, thanks.
Anders: I... Thank you. You're a good healer, however hard you try to hide it.
Hawke: Well, I had a good teacher. In fact, maybe you know him - he runs a clinic in Darktown. When he's not scalding himself at my fireplace, that is.
<Kiss, fade to black>
If Hawke is not a mage:
<Hawke opens a drawer and pulls out a healing poultice>
Here, use this. It's not magic, but it should help. Y'know, you never told me what happens if you get injured. Does healing magic work on your own wounds?
Anders: Sometimes. It depends on the injury. And Justice... <pauses>
But you know, it doesn't always take a Mage's touch to heal me.
Hawke: Oh? I'll remember that.
