I'm a mage sympathizer myself, but I feel we needed a few more main quests before The Final Straw to really emphasize how bad the conflict was escalating to.
You don't actually need additional quests. All you need to do is listen to the ambient dialogue of people as you walk by, or of random people you can click on. I missed it all until my last playthrough, and what I heard made my blood boil. It really changed the whole tenor of the mage/templar thing.
In Act 2, you can find Evelina begging in the streets of Darktown. You hear a conversation between a mage and his former lover, made Tranquil and raped by Alrik. There's actually a lot of ambient stuff on Alrik, and if you bring his papers to Cullen and Elthina, they both focus more on his murder than the fact that he was a rapist psychopathic freak commiting crimes under their very noses.
In Act 3, the nobles all but beg you to be Viscount. If you talk to Ser Kerras, he tells you that Meredith has sent for the Right of Annulment...long before Anders blows up the Chantry. Sister Nightingale says the Divine is sending soldiers. The templar recruits in the Gallows talk about the Order losing its way. Little thing after little thing just piles up exponentially.
You're expecting an awful lot of people, to get their information in ways that don't involve them being beaten over the head with it.
