I wondered that too, but I couldn't come up with any good explanations. It is part of the reason I was glad to have Bethany go to the Circle instead of being a Warden. I'd like to keep it so that they owe Anders. Might come in handy.

Although, yes, I found it odd that the Wardens are a bit touchy about letting in new recruits. Maybe it's in part because it really is a hard fate and they don't want people coming to them to be "saved" from the corruption. Really though, since Anders is a Warden himself, you'd think he'd get more credit for being able to tell who might be a good recruit.

True, although they oddly don't seem to care about wardens leaving. I mean, Alistair can just up and leave in the midst of a Blight if Loghain is recruited. The Wardens never come after him. The Warden and Alistair can also both mostly abandon their duties to become monarchs.

Despite what Anders says about the wardens coming for him, they don't seem to care much in game.

Exactly. He deserted the Wardens, whilst killing a bunch of them horribly in the process, stole the maps from Stroud, and the man still is indebted to him?
