Heh. I liked Sebastian, and respected that he wouldn't back down when you refuse to execute Anders. I mean, Anders has just murdered the Revered Mother and everyone else in the Chantry, and you have to remember that Sebastian is/was a brother there--he probably knew just about everyone in those walls, friends and family, in some way it's no different to how Alistair feels about Loghain and his 'murder' of the Grey Wardens, except you and Sebastian get to see the smoking crater and the mage who blasted it into the ground first-hand.
Nothing against a guy who won't stand with a murderer. And like Sebastian says, if one YOUR friends or family had been in there, would it have changed your decision to spare Anders?
As for raising an army...personally I think it's one of those passionate claims that sounds cool, but he'll probably never be able to pull off.
