I'm fairly sure the writers had plenty of time to write and think about what they were doing. They weren't still writing the characters and story until the very end of the development cycle.

Which means they had even less time. It's clear this wasn't meant to be a series from the start considering characters being resurrected and epilogues ignored.

Considering Hepler was responsible for the dorfs, I'd find it kind of hard to believe she wasn't aware of the nuance.

Agreed. Which is why Anders targeted the Chantry instead of the Gallows as he knows that they are the head of the snake so to speak and it would get the attention of the Divine and other Circles around Thedas.
Templars are the iron fist of the Chantry and it's laws so the templars oppression of mages originates and is given authority by chantry law. The Templars were created to serve the Chantry.

I think it's also an issue of budgeting and what they deem superfluous and what is necessary. But I know that considering how well DAO did EA might have been pushing a little hard to get more out of the cash cow,so to speak. My opinion, anyway.

Well when you think about it....while the romances may be a huge deal to some, this game kind of forced you to focus more on the plot. Rather than just stopping and chatting with Alistair about your feelings....next to a pile of smoldering darkspawn carcasses.
This game wasn't ALL ABOUT THE ROMANCE. It was sort of like the ME trilogy's layout. Give you specific times to talk to companions instead of focusing solely on the romance.
I like it, personally. Makes it more authentic.

I have no doubt EA had some influence on how this played out as a marketable product.
And the time issue was evident. Gaider said they wanted a shirtless Fenris and was told if they had to render that they'd have to cut something else out.
