Well, Anders did know about Alrik and the tranquil solution, although he got Meredith and Elthinia's part in it wrong. So I wouldn't be surprised if there were a couple of people in the circle who knew what Meredith was planning. Heck, Kerras just plain old says it in front of Hawke which is how we as players find out. So I wouldn't be surprised if Anders knew even before Hawke did which is why he was so paranoid about Merill being around the windows. Learning about the planned Exalted March probably just cemented what he already had planned and justified it in his mind, especially Elthinia rather callous remarks about the Chantry slaughtering a whole city and her views on an Exalted March in general. Even Sebastian was thrown off by what she said. I was even taken aback by that which is probably why I wasn't as sympathetic about her going boom as I might have been before.
Well, to be entirely fair to Elthina, she did send Hawke and Seb to talk to Leliana in order to STOP the Exalted March. And she does seem to genuinely care about the people of Kirkwall; she's just fail at actually doing, you know, useful things

Anders also says in Act 3 (via a convo you only get if you don't romance him), that the mage underground has all but collapsed over the last three years of Meredith cracking down on the mages. He also stopped being as active in the resistance after the Dissent quest. So while he may have found out on his own, I think it's more likely he finds out the same way Hawke does: overhearing Kerras.
