That seems plausible that the Dwarves made clocks. In fact I would be disappointed to find out they didn't.

You can but that is bugged at the moment and he will refuse. Half the stuff with rivalry seems to be bugged like no tomorrow.

It's through the console. It is his "Crisis" point. According to someone, from Bioware, it is in game, but no on can trigger it by other means, hence it being bugged.

If he said "clock is ticking" there's got to be clocks somewhere. Or the metaphor wouldn't exist.
However, Dragon Age is full of all sorts of anachronistic dialog.

I would put it at late evening but close to sunset. I say this because between the Chantry exploding and Hawke and friends running through town afterwards cant have been that long. All of Hawke's companions are right there with you and **** is about to hit the fan with the Templars/mages. I don't see Hawke dawdling around for several hours. A save I have directly after the bomb scene/what to do about Anders secene that says "Lowtown(night)" right before I pick up GW Bethany. It is true that we can't tell what time of night we are talkin about (I'm not even suggesting its midnight), but it absolutely looks plausible that it was late enough that the Chantry had closed for the night, then....boom....
