I could maybe, possibly, buy Elthina's office being a military target, but not a public place of worship. It's not barracks, it's not templar HQ, it's a church. The brothers and sisters and mothers in the chantry are not templars. They're not oppressing the mages, unless we broaden the definition of "oppress the mages" to include "spread the Andrastian faith". Yeah, the religion is used to justify the Circle system, but NOT to justify things like templars raping apprentices, or the Tranquil Solution, or invoking the Right of Annulment because it's Thursday. Anders himself says killing the people in the chantry was an injustice, and a price must be paid for it.
If the goal was just to kill Elthina, believing her to be personally responsible, she could have been sniped without blowing up anything. Several folks here, and Anders in the game, have said the goal was to 1) remove the possiblity of peaceful talk and 2) force the mages into a battle. Blowing up the chantry accomplishes those goals.
Was Anders trying to minimize casualties? I doubt it. If you want to inflame and enrage, more dead people is the way to go. I just can't see Justice sparing people either. He was going to kill Ella for thinking he was a demon, and Ella was the person he'd been trying to protect a second ago. Awakenings Justice would surely care about civilian casualties, but not crazypants Justice.
Grace is currently at the top of my Most Hated list. If she hadn't been a crazy b*tch and killed Thrask, the mage underground would not have been nearly wiped out. Templars didn't wipe it out, the underground wiped itself out.
edit: Anders would probably have been less desperate if the underground were going strong.

If you get Samson the ex-templar lyrium junkie reinstated, he talks about all the lyrium you can quaff, so that indicates potions. In DAO, you can turn in lyrium potions some mages were going to bribe the templars with, so again, that points to potions. You smuggle lyrium dust or ore out of Orzammar, to the guy in the wardrobe in the Circle, but I suspect he would have had it made into potions. That's all I remember, hope that helps.

I was reading it before Avast said my computer was about to explode. After wiping Iframe-inf and other sundry nasties off it, I can't find the Atonement page again. (The nasties were not from Atonement, they were likely from some ad that didn't get blocked, on who knows what site.)

I think that in the world of DA, that the Chantry is a legitimate political and military target as well as a faith. The Chantry controls the supply of lyrium that in turn controls the templars. Alistiar, in the first game, explains it rather well in that the Chantry can keep the templars in check both because Templars become dependent on lyrium and because the chantry is in charge of the supply coming in and out of templar hands. If you have ever seen the show DS9, Templars are a lot like the Jem'Hadar who were controlled by the founders through their intoxication of a drug and their religious beliefs that the founders were gods. Templars are a lot like that and are trained by the chantry to control magic and mages for the chantry's benefit. Templars are the fist and the Chantry is the brain.
The Chantry are the ones that control whether a circle can be destroyed and if Elthina told Meredith as far as Act I to stop the abuses, Meredith would have. Templars answer to the chantry and the Divine as holy warriors. They lead exalted marches on their behalf. There would be no templars if the Chantry didn't exist, nor any circles of magi. And there would be no belief that mages are lesser than regular people and should be locked up for the rest of their lives and under the control of the templars.
The Chantry and the Templars can't really be separated in my opinion. This is not say that I think that Anders is right in what he does (that's a whole other topic) but I do see and, in a weird way, understand what drove him to that point and why he felt he had no recourse. Especially knowing that he knows it is only a matter of time before the Divine orders Kirkwall burned to the ground and all mages murdered anyway.
