Well...I guess I'll post this in case anyone is interested. This was my impression on my first playthrough. I'd been spoiled that the Chantry was going to explode, and I was waiting for that moment of awful. I expected it to be bad. Very bad.
Then the moment came. The cutscene inside the Chantry didn't show any civilians. The pieces of the Chantry sort of lifted up into the air before exploding out into the sky above the city. It looked night-ish. I kind of went, "Oh. That's it?"
I didn't think that NO civilians died. But I thought it could have been a lot worse, and that gave me the impression that Anders probably tried to avoid unnecessary deaths. Let's face it, the Chantry going boom with the Grand Cleric inside is kind of a big statement all by itself.
The other reason I thought that was sort of unrelated. When Anders wanted me to distract Elthina, and I asked him what I should talk about, he said (paraphrasing here), "Talk about mages. Give her another chance to change her mind and help them." So...I just get the feeling that he wanted to avoid unnecessary death.
I can't prove anything, and I think trying to
prove it on either side is probably futile. I just think there is evidence to support the theory, which is interesting to discuss. I'm cool with people disagreeing with me.
