People don't seem to have a problem with that though - at least in these games. Anyone really have a problem with Zev? Fenris? Hawke? My Hawke was technically an assassin.
"Terrorist" is a very loaded term however.
Oh yes, I had a problem with Zev! XD Couldn't even bring myself to befriend or romance him until after several playthroughs. Had to hear all his dialogue and realize he was a victim before I could care about him even a little. His lack of remorse was rather chilling, as was his enjoyment of killing. Understandable, yes, since he thinks he was a tool, not a free agent, but still chilling. It was his wish to die, his love of Rinna, that finally won me over. Now I see him as a good fit for my duster dwarf carta thugs and angry city elf hooligans, and I quite like him as a character, just not much as a person.
Fenris was owned by a blood mage. Intimidated, terrorized, maybe even mind controlled. He's an amnesiac. He feels major remorse for killing the fog warriors at Danarius' command. He doesn't hire himself out as a hitman. If I recall, he's a merc in Kirkwall, but not an assassin. Defend my caravan, fight my enemy's mercs, different from assassination. No problem with Fenris here, other than he's not dreamy like Anders, and he has bishy anime hair.

Hawke can max out the assassin tree without being an assassin. A skillset is very different from a mindset. If you play a mage or warrior, and you kill someone for money, no thought for whether he deserves to die, you are an assassin. If you play a rogue with assassin skills who kills in self defense or defense of others, you are not an assassin.
If Anders had killed just Elthina on my first playthrough, my freedom fighter mage Hawke would have argued with him about suitable targets, not stabbed him to death while screaming about betrayal. It would have been an assassination, but one Anders felt was justified and necessary, not a hit for money or political gain. Wouldn't have been nearly as much of a gut punch for me.
