They can but it doesn't mean they will. Otherwise there wouldn't be many mages passing their Harrowing. Fenris is so convinced mages are terrible and weak-minded individuals for making deals with demons it seems out of left field that he would make a deal with one.
Mages are trained from childhood to be vigilant in the Fade against demons. They're taught to
recognize the signs of deception demons use to tempt mages. Merrill is the only mage that can make the deal (Anders can't be for obvious reasons, mage!Hawke can decline, Feynriel will resist the demons on his own even if you encourage him to give in) and she's already established as being naive and easily manipulated by demons.
Fenris giving in to the demon isn't really surprising, actually less so than any mage. He's basically going off to take his road test the first time he gets behind the wheel. If every mage were deliberately put in a situation with a demon
without having the decade or more of training they get before their Harrowing, I imagine that yes, not many mages would be able to resist. That's practically the entire reason the Circle exists in the first place.
