If anyone's interested in the subject, check out Steven Hassan's "Combatting Cult Mind Control" and "Releasing the Bonds". In chapter 2 if RTB, he goes over four main factors that are used to control people in cults: behavior, information, thought, and emotional control. In Thedas, behavioral control is used by forcing all magic users to live at the Circle. They only associate with other mages and Chantry representatives. With information control, mages are kept entirely dependent on the Circle for their needs. Remember Grace ****ing about wandering around in the wilderness, eating carrion? Mages are trained to have no real world experience. Kielli is a good example of thought control; she really believed that she was evil, because she had been told that over and over and over. Emotional control is used with the Chantry promoting fear of mages. "Mages are just deemonz waiting to happen!" There's more examples in the game, but those are off the top of my head.
By using these techniques, the Chantry retains support from the general population. There's an obvious "enemy" or threat that only the Chantry keeps the people safe from. In doing so, the Chantry remains in control.
