I think it's a mixture of things.  I think Gaider pointed out that tranquils can leave the Circles of their own discretion but often choose not to because they have no place to go and no one to really take care of them.  The circle is the only place they know so they stay and follow the rules of the circle because it makes sense and there is a place for them.

Yes, technically ANDERS they're no longer a danger to anyone. They can no longer become ANDERS abominations or used by demons so they can wander aimlessly. Not really a life though if you're a follower. ANDERS

Uh...wasn't those tranquil inthe circle tower forcibly turned into abominations? (Which now that I think about it makes no sense how did the demons get to them if not through the Fade?)

You know I actually thought this is what was going to happen to Anders at the end. Especially after he tells you that his biggest fear is to end up tranquil. I was freaking out over this possibility for much of the last act. If this had happened, my hawk probably would have bombed the chantry herself.

oh, i would have all out cried if that happened! And would have then gone on an all out templar killing spree that even Vengeance would have respected...

Okay, I have a question related to tranquility AND Anders... you guys may have already discussed it, but I must admit I've been skimming a good bit of the long tranquil discussion.

Can Anders even BE made tranquil?  If tranquility is cutting a mage off from the Fade and Anders literally has a piece of the Fade living inside him... would the Rite of Tranquility even work?  If it did that would certainly separate Anders from Justice.  I guess the question is which force is stronger: Justice or the Rite?

Justice would probably chew up and spit out (or swallow, he seems like a swallowing sort of guy) anyone that tried.

But I dunno. That's the unfortunate thing about Anders facing the MAHRDAR knife. There are so many curious things that I want to know (see: his Calling). Damn you, Gaider.

Yeah I had my Hawke sitting laying his head on Anders lap while Anders reads to him because Hawke finds Anders' voice soothing.   And Hawke can't resist but stroke the tranquil marking once in a while because he thinks it feels oddly pleasant. 

Edit: That said I doubt it would work without somehow destroying Justice first. 

...Though I wonder if the rite could be used to kill Justice? Probably not.

I think someone talked about this before but I think because Justice is a part of him it would probably be impossible to tranquil Anders in the same way it would be difficult to tranquil an abomination.

Which also brings me to another point. If Anders is considered an abomination by most of his party memebers by technically having a spirit in him, why isn't Wynne who is pretty much in the same boat?  Or is it because Justice is twisted into Vengence that Anders then becomes an abomination?
