AMD Phenom II X4 965
NVIDIA GeForce 470 1280mb  (edit:  Running latest beta drivers)
8 GB RAM
Windows 7 64bit

Running in DX9 (DX11 was a slideshow) with Medium graphics (locked) and High res texture pack enabled.  When I had DX11 enabled it seemed as if the same error was happening with the ground texture itself, but I do not have a screenshot of it.

Anyone else had this problem?  Fixed it?

Made two changes in the NVIDIA Control Panel that have removed the issue:

Changed Antialiasing - Transparency to Multisample (from 8x Supersample)
Changed Texture filtering - Negative LOD bias to Clamp (from Allow)

Might be both, might be one or the other, or maybe - unlikely - simply fixed itself.
