Count me in with this problem.
Windows XP sp 3 here
I was asked by and EA support guy in chat to do all kinds of crazy stuff which should not have to happen.
I have the exact recommended specs on the back of the retail copy that I purchased so what the deal? Made new ser accounts, clean boot and nothing.
right clicked on game icon chose properties and compatibility and xp sp3 is not even an option to select in the drop down window.
This is for North America btw.

Same problem here. Vista Home 32 bit, North America. Is it just me, or do all errors on EA games happen because of their "security" functions? In DA:O, the config tool didn't work. I spend 2 hours with support until they want me to run a clean install. Yeah right. So I finally get smart and run the exe from the bin ship. Played like a dream. Same thing with DAOII Demo. So, no surprise here, the config utility doesn't work yet again for DOAII. So I figure I'll do the smart thing and run from binship. Then the game doesn't work because something is wrong with your date-checker? Come on EA. This is crap we don't need to do anyways because some corporate big-shot wants to make sure that you can't play a single game without big brother watching. Just tell us how to bypass your unnecessary security features so that we can play the game we shelled out 60 bucks for.

Same.
North America
W XP SP3
Installed on D:\\
tried different video settings

P.S. I don't think I have the Signiture Edition. Retail box looks normal. Should have been pre-ordered though

i think the probable problem is that the default installation path is in drive C.. and all files in drive C, which is the system drive, need to have administrative permission.

Why the **** you don't ask when u install it? my drive d and e has 1T storage..

Having the same problem - bumping thread for attention. I'd really like my $104 worth of DA2 Signature edition to count for something.

North America, DA2 Sig Edition, Vista 64 Service Pack 3.

Windows Vista SP2, Dragon Age SE, North America, WI specifically, same problem.

Lend a hand Bioware, I love your products too much for this.

Ditto. I'm trying to refrain from blasting EA for changing things up....

Windows 7, no service pack, same issue. I guess nobody really ever cares to learn that SecureRom is just a bad idea.

lol, I fixed it for me at least. Real High-tech fix too... such a dumb issue to have ruin a day one release.

North America, DA2 retail, XP SP3

All I did was change to path from " C:\\Program Files\\Dragon Age 2\\ "
too " C:\\Program Files\\Dragon\\ " ie: just change the base folder to anything other then default and it validated in seconds gg.

Idea came in part from Ieunn's post above.

Funny. It loads on my laptop. Used default install option. Laptop: Win XP SP2. Previous post was desktop (Win XP SP3). Laptop has poor hw though. Also, DA2 Config Utility on deskop doesn't display "Play" button under Welcome Tab. Does on working laptop.

Exact same issue. I've Never been able to use the Config Utility, for DA:O, Mass Effect, or Mass Effect 2. I've always had to use the bin_ship .exe work around.

Now I can't. This time this Time Checker says my admin privileges are insufficient.

Love your games Bioware, but EA's security is killing me.

I bought the Signature Edition
Live in North America
Run Windows Vista 32-bit

Are you all attempting to run the game from the "...\\bin_ship\\DragonAge2.exe " rather then the launcher?

All of this after the basics, like disabling anti-virus and firewalls temporarily. If none of that or the path folder name change works, look to see if  your "DragonAge2Config.exe" also is crashing as it attempts to load. If it does then look into WMI (Windows Management Instrumentation) issues.

Best of luck all, I tried to help.

Scratch that thought. PC desktop using defaults and still Admin rights problem. Even got the "Play" button under welcome tab of config util. I guess I'm playing in 600 res low graphics until these ridiculous errors are fixed.

I cannot run from Launcher because the Config Utility does not and has never worked for me. I have always run Biowrae's games (DA:O, ME, and ME2) from the bin_ship .exe in the past with no problems.

This time checker is new though, and seems to be where this issue is occuring . . . I'm not even sure why it exists?

Ugh. I've always thought that EA was crappy, but this puts the nail in the coffin. Bioware, you make great games, but until you disassociate from EA, you've definitely just lost a boatload of consumer confidence.
